国外杂志大部分是免费投稿的，返回的意见也是非常详细的不论是否接收。分四种情况而论：

1. Accept
I am pleased to inform you that your paper "Title" has been accepted for publication in "Journal". Below are comments from the editor and reviewers. ....

2. Revise
The reviewers have commented on your above paper. They indicated that it is not acceptable for publication in its present form.
However, if you feel that you can suitably address the reviewers' comments (included below), I invite you to revise and resubmit your manuscript. Please carefully address the issues raised in the comments.

3. Tentatively reject
An expert reviewer has commented on your above paper.  Overall s/he appears to be rather negative about the paper. However,
s/he provided comments which might improve the paper. I am willing to consider a substantially revised version of the paper
that addresses the reviewer's comments. No assurance of eventual acceptance can be given at this time and I may ask
additional reviewers to referee the revised version.

4. Reject
Your joint article with some one "Title", which is submitted to "Journal", has been considered for publication by one of our
editors, and by a referee. You will find attached the referee's report on your work.The pressure for space in our journal is
currently very high, and we can only accept outstanding contributions.For this reason, and in view of the referee's report,
the Editorial Board regrets to inform you that your paper cannot be published in "Journal".

国内审稿意见怎样？

我遇到的国内审稿意见一般都是修改后再说。

对于国内稿件，我也审过。有些是直接follow国外的文章做些推广，可是又没掌握真正的实质，导致推导错误，这些一般都是直接拒掉。

国内不像国外 就是拒绝你了 也不敢随便乱说话的 国情不同 不能一概论之。

见识了   有好大学问哦~

我也知道国内国情不同，所以对于国内的一般都是修改后再说。非常特别的就是枪毙，这一类我不加以分析。

绝对同意。所以即使是让你出审稿费几十个dollar绝对超值。
一般来说国外审稿都是直接把稿子送给健在的原模型建立者，这可能也同国外的学术监督机制有很大关联。
