让北京垄断首都，有没有效率？

这不是哪里垄断首都的问题，是要几个ZF或者多少层次的ZF的问题～看看欧洲～

i think mr.  linwb.gz begins to analyze the problem logically, he begins to differentiate the state and government,,which is an exciting start to analyze the problem deeply.      
       i think any state should have a capital, which seems that the capital must be monopolistic. but this is not the essence of the problem, which is only the appearance that every country has only one capital.        
        the essence of the problem is  the allocation  of state power among different provinces or the local government.      
       i want to transform the problem of monopolistic capital into the allocation of the state power among the centeral government and the local government.            
       i think some power should be monopolistic by the central government, and most of the power especially the civilian administration power should be scattered, and the local government should be autonomous, which can dilute the monopoly of one capital.

这个问题有些大，涉及反抽太多，不好不好。

有，有效防止驻京办的重复建设

超大型的恐龙倒是在腰部有个大的神经结负责后肢和尾部协调，不过咱们960w平方公里还没到那个地步吧。

北京垄断首都是市场行为吗？假如不是研究它意义何在？
首都也是后来才有，否则北京是首都？？历史因素多点。。。

说实话如果让国内的各个部委分布在不同的城市，办事效率会更低，但是至于决策程序还是多一点所谓的无效率总比全体通过的要理性

不知道你的所谓“北京垄断首都”是怎么想出来的，也许可以让首都成为一个竞争市场或者寡头市场吧，但是那样的话会使安保工作的效率底下，也许你的所谓的“北京垄断首都”是自然垄断的结果吧。
