"If China seeks to deliver good quality and relevant education to all, it has to make major reforms to ensure that access to and quality of education are improved for the poor." -- Strongly agree with it. Our country do have to make major reform to make the education opportunities equal to all students.
But in my opinion, the "value added" measures mentioned in the passage are grandiose. It is apparently that, or we can say it had already happened, those students, whose family have more resources, either power or money, will cheat on these regulation, Making their names list on the school or district, which can give more "value added" to their students. In a large country, such as China, it is really hard to monitor it. Besides, it is, admittedly, a way to slow down the gap between students in rural areas and urban areas. But it can never erase this gap. And what our country really need to do is to put more fiscal revenue on improving educational system and monitoring and evaluation systems. Though it seems as hard as monitoring the "value added" measures, I am sure it will bring more outcomes and settle down education problem fundamentally. And I am also sure that some people in our country majoring in education have good methods to deal with these kind of problems, all they need is an approach and some resources to bring their ability in to play.
