“中国制造”在非洲：价廉物不美 The price is right, but not the quality in Lagos

Apapa market, in the heart of one of Lagos’s most deprived areas, might at first glance seem archetypally west African. Tinny music wafts from loudspeakers at cramped stalls while market traders hustle energetically to sell their goods.	阿帕帕市场位于拉各斯最贫穷地区之一的中心地带，乍看上去，它似乎很“西非”。空气中弥漫着从小摊贩的扩音器中传出的尖细音乐声，市场上熙熙攘攘的生意人卖力地兜售着各自的货品。
But the Chinese women depicted on the boxes of many of the products reveal the close connection between the market and the nearby ports of Apapa and Tin-Can Island. The market is the ultimate destination for many of the containers that come rolling out of the ports having arrived on ships from China.	不过，印制在许多产品包装盒上的中国女性图像，却透露出这座市场与邻近的阿帕帕港和Tin-Can Island港之间千丝万缕的联系。来自中国的船只将集装箱运到港口，经过卸货和转运，许多货品最终都到了这里。
The market traders’ main concern is how the surge of Chinese imports has affected the quality of goods compared with the European-made merchandise that once dominated.	这个市场里的商人们主要担心的是，与以往占据市场的欧洲产品相比，中国进口品的大幅增加，对商品质量产生了很大影响。
Standing in front of his stall selling cheap mobile telephones, computer cables and other electronics, Chinedu Obi echoes a line used by nearly everyone at the market, saying Chinese manufacturers offer Nigerian importers different grades of product, depending on what they are willing to pay.	奇纳都•奥比(Chinedu Obi)是一个售卖廉价手机、网线及其他电子产品的商贩，他的看法与市场上几乎所有人一样。站在自己的摊位前，奥比表示，中国制造商根据尼日利亚进口商愿意支付的价格，向他们提供不同品质的货物。

Down a narrow alleyway nearby, Christopher Okwudire, who proudly uses the title “chief” from his home village in Imo state, is still more forthright, standing outside his stall selling the electrical generators that are a vital accessory amid Lagos’s power cuts.	沿着附近一条狭窄的小巷，来自伊莫州、自称“酋长”的克里斯托弗•乌库迪尔(Christopher Okwudire)做的是发电机的生意，在电力紧张的拉各斯，发电机是生活中必不可少的设备。站在商铺外，乌库迪尔更是直言不讳。
“The cheapness of it – that’s why we patronise Chinese goods,” he says. “But I believe the importers should get them to make improvements.”	“就是因为它便宜——我们才青睐中国货，”他说道，“但我觉得进口商应该让他们提高质量。”
Yet, for the companies that move the goods, the most obvious point about the market is what is not there. While there are still a few goods manufactured in Germany or the UK, there appear to be no manufactured goods from Nigeria itself.	然而，对于商品运营的公司而言，最关键的一点是市场缺什么。尽管目前这里仍有一些德国和英国生产的商品，但尼日利亚本国制造的产品似乎无迹可寻。
Shipping lines such as Denmark’s Maersk Line, the world’s biggest container line, are keen to encourage exports, despite the barrier of Nigeria’s strong, oil-supported currency. At present, they have to send 90 per cent of containers back to Asia empty, earning no revenue.	尽管尼日利亚货币由于油价的支撑而十分坚挺，但一些航运公司，比如全球头号集装箱航运公司、丹麦的马士基航运(Maersk Line)，仍热衷于鼓励出口。目前，它们90%的集装箱不得不空箱返回亚洲，得不到任何收入。
David Skov, managing director of Maersk in Nigeria, says Nigeria could develop its agriculture sector as Brazil has done.	马士基负责尼日利亚业务的董事总经理大卫•斯科沃(David Skov)表示，尼日利亚可以像巴西那样，发展自己的农业领域。
For the moment, however, one of the few export commodities is waste heading to China to be recycled.	但如今，为数不多的出口商品中包括废料，它们被运往中国进行循环再生。
“It’s very sad to see that what’s coming out is scrap metal,” Mr Skov says.	“看到运送出港的是一批批废金属，让人感觉十分悲哀，”斯科沃说。
