Britain to urge green accounting at Rio+20 summit

Britain will urge businesses and governments to start accounting for natural capital as an additional way of measuring economic activity at a UN sustainability summit in June, its environment minister said on Thursday.

This could mean moving towards a concept of GDP+, or measuring the use or loss of natural resources like water, agriculture and forests to gauge economic activity, in addition to relying solely on economic output.

“A snapshot of the state of economies based on GDP (gross domestic product) is too narrow,” Caroline Spelman told reporters after a speech to businesses and non-governmental organizations on the UK’s aims for the Rio+20 summit.

“Green accounting would work for all countries. We believe you can really drive significant ‘greening’ if you take proper account of the value of natural capital in your government accounts,” she added.

Currently, governments compile national accounts to track the activity of their economies and the data is used to calculate economic indicators like GDP.

Some countries have experimented with environmental accounting over the past 20 years, but there is no international consensus on a standardized method of doing it.

Representatives from around the world will gather in Rio de Janeiro in June to try to hammer out sustainable development goals at the Rio+20 conference, named after a ground-breaking meeting in the Brazilian city 20 years ago.

A draft negotiating text has been criticized for being too vague and Spelman said it “lacks focus and ambition.”

“We would like to supply some content to some of these sustainable development goals. Accounting for natural capital is one of the tools to be put in place to achieve them,” she said.

“What nature provides for free is a cost to the economy if it is not there.”

If there were no pollinators – creatures such as bees that enable flower fertilization – it would cost the UK economy 400 million pounds ($633 million) a year to substitute them, she added.

The UK government is setting up a committee that will report on the state of England’s natural capital and the UK’s Office of National Statistics is trying to embed natural capital in the country’s environmental accounts by 2020, Spelman said.

“The long term goal of a more integrated set of accounts for the UK is ambitious, but necessary,” said Alan McGill, partner at PriceWaterhouseCoopers.

“At the moment, we’re measuring growth, but not impact, and a new reporting model will give us a more complete picture.”

Britain always goes ahead in accounting. British people issue worldwide recognized accountant certificates such as ACCA and ACA, and they endeavor to develop professional education by means of CPD or something like that.

In my mind, to measure and to recognise the use or loss of natural resources and environment pollution won't be easy. However, Britain has set out to do this, the courage and spirit are admirable.

Britain proposed to collect fees of passing-by airplanes for gas pollution. The proposal is strongly resisted by China, Russia and many other countries. The fee will finally be imposed upon passengers and may hit world economy. And what's important, Britain is a small place, while China and Russia occupy large land and sky. If the fees are to be collected, which country will be most benefited? But from another viewpoint, Britain's appeal really arouse people's attention to the environment and pollution, which is  a contribution to the world development. If the environment accounting is to be carried out and be accepted by the whole world, it will be a milestone in the accounting history.

Europe is the main force to go green, and I am for that. Large countries like US, Russia, Japan, China and India need to go towards that for a more sustainable growth both for the country itself and the whole world.

The idea is seen before. More importantly Britain comes up with a plan that a worldwide standard should be worked out. In China many provinces starts measuring green GDP which has much arguement.
Standard is vital.

Green accounting incorporates environmental assets and their source and sink functions into national and corporate accounts. It is the popular term for environmental and natural resource accounting. Corporate environmental accounts have not yet found wide application; proposed concepts and methods are similar to those of national green accounting and are not further discussed here.

Conventional national accounts largely ignore:

new or newly observed scarcities of natural resources, which threaten to undermine the sustainability of economic performance and growth, and
environmental degradation as an ‘external’ (social) cost of economic activity.
Further critique refers to a possible distortion from counting environmental protection expenditures as an increase in national income, despite the fact that such ‘defensive expenditure’ tends to maintain, rather than increase, the welfare of society.

In response, the United Nations issued in 1993 and revised in 2003 a handbook on a System for integrated Environmental and Economic Accounting (SEEA).
