美国财政部长汉克·保尔森(Hank Paulson), 美联储主席本·伯南克((Ben Bernanke) 已向美国国会提出建议, 希望建立一家新的实体购买抵押贷款支持证券 (Mortgage-Backed Securities), 以吸纳金融机构坏账。

保尔森说:“,我们现在的主要任务就是寻求方法以解决当前资本市场所面临的风险以及压力,。。。我们正在尽可能积极出台政策以解决核心问题,也就是当前金融机构出现的坏账。”

消息被披露后,全球股市上周末全线大幅上扬。

这是耗资7000亿美元的解决坏账计划。需要国会批准。布什总统讲话支持这一大胆的計划并寻求国会的尽快批准。

美国的各大媒体纷纷报道的同时也评论这是社会主义的政策。是美国版的社会主义的出发。因为最后买单的将是全美的纳税人。把金融机构搞得乱七八糟的银行高管们依然拿着数十百万美元的年薪。

以下是给愿意读点英文的同学:

The Bush administration is asking Congress to let the government buy $700 billion in toxic mortgages in the largest financial bailout since the Great Depression, according to a draft of the plan obtained Saturday by The Associated Press.

The plan would give the government broad power to buy the bad debt of any U.S. financial institution for the next two years. It would raise the statutory limit on the national debt from $10.6 trillion to $11.3 trillion to make room for the massive rescue. The proposal does not specify what the government would get in return from financial companies for the federal assistance.

"We're going to work with Congress to get a bill done quickly," President Bush said at the White House. Without discussing details of the plan, he said, "This is a big package because it was a big problem."

The White House and congressional leaders hoped the developing legislation could pass as early as next week.

FREE MARKET IS DEAD?

Critics said the government was going too far in bailing out the financial sector.

"The free market for all intents and purposes is dead in America," said Sen. Jim Bunning of Kentucky, a member of Bush's own Republican Party.

The Treasury's proposal would "take away the free market and institute socialism in America," Bunning said in a statement on Friday. "The American taxpayer has been misled throughout this economic crisis. The government on all fronts has failed the American people miserably."

政府直接介入把经运不良,资不抵债的企业如 Fannie Mae and Freddie Mac 收归国有使之公有化,国家成立专门机构购买商行的坏账使其不倒,真是社会主义的作法。

美国媒体有文说得很极端:

This can mark the end of so called big buzz Capitalism and start of American version of socialism.  No matter who gets elected,  America is now destined to become a socialist counytry.

There is also another much more controversial and highly unlikely scenario. Backed by the Treasury, the Fed could take the AIG model and expand it to other companies. As the banking industry consolidates, the central bank could lend to the strongest players, bolstering their balance sheets and taking de facto stakes in the companies. The move could restore confidence among the most important firms, and an influential government voice in the board room could make painful write-downs or restructurings an easier sell for management. However, some players not chosen for government backing would surely fail, and while this might make the system stronger in the long run, it could create the type of short-term credit strains that all of the Fed’s moves thus far have sought to alleviate.

Of course, the hurdles to such a pre-emptive move would be nigh insurmountable. Cries of socialism that have come from some sectors after the AIG and Bear actions would grow into a massive roar. And while a case could be made for the Fed’s authority to take this action under its existing charter, Congress would undoubtedly want a say. Lawmakers have generally supported the moves by the Fed and Treasury, but the actions have come in emergency situations under severe time constraints.

The possibility of government stakes in every major bank sounds unthinkable, especially in a Fed that has shown a desire to let free markets work, and it probably is. But a government takeover of one of the world’s biggest insurers also sounded unthinkable not too long ago. –Phil Izzo

  • Update: Sen. Charles Schumer (D., N.Y.) has proposed a plan in which the government would provide capital to banks in return for equity stakes. Maybe the idea wasn’t totally unthinkable.

    The Great American Experiment has ended. It failed. In the end, it was found wanting, and was destroyed by it’s own greed. You are now a member and serf to national socialism. There is no going back. John McSame today used the phrase “public/private entity”. There is no such thing. It’s either/or. Guess who’ll win? Not you. Not ‘public’. You are now controlled by suits who are themselves controlled by communist nations strings and financial leverage. Let freedom ring. Yippee-aye-a kayay.

    It was a system created by people who are called Quant’s - who believed that they are able to control the world by programs. We are a society of a mouse click - and in a few years will all work to the communist drum stick - nothing new on the planet - what goes around comes around - hail WalMart and Mckinseys (Top five globalization consutlants) for first taking the work away and then steal the money - and we are still watching Oprah and Seinfeld - the classic make of socialism - Soros is laughing and the You Tube directed (manipulated) folks by the elitist Media will win the election and turn into Stalins and Castro’s. Well done Wall Street.

    It still hasn’t struck home yet has it? Given the future job cuts combined with the jobs that will be dependent on socialism - there’ll be no one left to roar. Didn’t you read John Mack’s email about ’stop this irresponsible action in the market’?

    It seems to me the difference between purchasing the financial institutions (as we’re doing one at a time) - or just nationalizing them - is who pays the bills: Main Street or Wall Street. Main street is looking at higher taxes and higher inflation for the hundereds of billions spent so far. Wall Street nationalized doesn’t look so bad now.

    这东西看了。  也不能直接就等同于社会主义吧.

    其实没有什么 想争吵的. 不过就是 把 对于经济的干预直接和社会主义  划上等号  似乎不合适吧.

    此举是为了提振所有人的信心。其实,不管是两房AIG,还是五大投行,都是too big to collapse的。随便一家的破产所引发的连锁反应和对资本市场的信心打击都是毁灭的。并且多米若骨牌效应很容易导致一荣俱荣,一损俱损。而美国让雷曼兄弟破产,实质上就是想试探下大投行的破产对整个金融市场的影响。毕竟次级债是投资银行玩出来的,正好也给那些投行教训。并且美国政府自己也想减压。毕竟两房更加的重要,AIG更加的庞大。政府不得不救。否则所导致的,是美国政府信用的崩溃。
