李老师您好，我提个外行问题——对于铁路运输这种自然垄断产业组织，尽管已经“去铁道部”成立了公司，但直观来看它的市场绩效依然处于比较低的水平。对于铁运行业，除了打破行政垄断、政企分开之外，是否还能进一步优化，因为对于铁运来说，组建区域经济集团、开展区域间竞争和互联互通打破市场封闭似乎并不那么可行。

我觉得从机制设计角度来优化较好。

李老师您好！我想问的问题是关于跨国公司的。
1.为什么会存在跨国公司？为什么外国公司会选择自己在本国设立分公司，而不是和本土的类似公司建立合作机制？
2.跨国公司的边界在哪里？为什么之前跨国公司会选择在中国设立工厂，而现在很多跨国公司则撤掉了其原本在中国的工厂而选择外包给了中国本土的企业（比如富士康一类的），也就是说跨国公司以前是选择一种内部运行的机制，而现在则选择了一种与外部合作的机制，这意味着跨国公司的边界收缩了。那么，为什么会出现这种现象？跨国公司的边界在哪里呢？而这个边界又是由什么条件决定的呢？
