今天重新安装SAS，结果安装后SAS的数据库及SAS程序文件没有图标，通过右键点击“打开方式”，选择SAS软件打开，仍不也能解决，琢磨半天最终解决此问题，分享一下解决的过程：
Associating SAS File Types Using the Manage SAS File Types Utility
For SAS 9.2

Select Start ► Programs ► SAS ► License and Renewal Utilities ► Manage SAS File Types.
注意：On Windows Vista, Windows 7, or Windows Server 2008, right-click Manage SAS File Types and select Run as Administrator.
Select the product with which a file type needs to be associated.
Select either SAS® Foundation or SAS Enterprise Guide, click Select All, and click OK.
Now, double-click your file again to verify that it opens in the application that you chose to associate your file types with in Step 2.

For SAS 9.3

Select Start ► Programs ► SAS ► Utilities ► Manage SAS File Types.
注意：On Windows Vista, Windows 7, or Windows Server 2008, right-click Manage SAS File Types and select Run as Administrator.
Select the product with which a file type needs to be associated.
Select either SAS Foundation or SAS Enterprise Guide, click Select All, and click OK.
Note: If you do not see SAS Foundation in the list, run the utility from here:
C:\Program Files\SASHome\SASFileTypeManagementTool\9.3\SASFileExtensionManager.exe

如果按照上述过程，还是解决不了，可按照以下方法解决：
Download SASFileTypeRegFix.reg from ftp://ftp.sas.com/techsup/download/blind/SASFileTypeRegFix.reg.
When the "File Download - Security Warning" dialog box appears, click Save and choose a location to save the file to on the local machine.http://support.sas.com/kb/45/addl/fusion_45779_1_save_sasfiletyperegfix1.jpg
When the "Download complete" dialog box appears, click Run.http://support.sas.com/kb/45/addl/fusion_45779_2_save_sasfiletyperegfix2.jpg
When the "Registry Editor" dialog box appears, click Yes to continue:http://support.sas.com/kb/45/addl/fusion_45779_3_save_sasfiletyperegfix3.jpg
Click OK when the "Registry Editor" dialog box displays the message that the registry keys have been successfully added.http://support.sas.com/kb/45/addl/fusion_45779_4_save_sasfiletyperegfix4.jpg
Now, double-click your .sas file to retest it. The file should now open in the application that you chose to associate SAS file types with above, in Step above of "Associating SAS File Types Using the Manage SAS File Types Utility."

以上过程实际是，重新注册SAS文件，然后再重新关联SAS文件，最后右键点击SAS文件在 “打开方式” 选择the sas system for windows 打开并始终以其打开即可解决问题。
