13. The graphs, charts, and figures are meaningful and have enhanced the beauty and readability of the paper

14. The conclusion is complete with a clear set of policy recommendations

15. The policy recommendations are logically and consistently derived from empirical
findings and logical arguments

16. The focus of the paper is tight, sharp, and specific. It does not contain any loose or irrelevant materials

17. The paper is free form typographical, spelling, and grammatical errors and it consistently follows the American spelling style such as labor not labour, program not programme, center not centre, etc.

18. The paper is well structured, well organized, and well written

19. The reference list is complete, updated, and does not miss any seminal piece of work in the field
