The Editorial Board of the Journal of Public Economics follows a two-step procedure in reviewing manuscripts. Initially, one of the editors reviews each submission to see whether the paper's content is well suited to the Journal. Then, conditional on a favorable decision, the paper is sent to external referees for review.
When I received your submission, I carried out our first-stage review. Your paper offers a set of very interesting insights on the scope of public economics. While your findings are intriguing and innovative, unfortunately, the subject matter of your paper does not fit directly within the core focus of the Journal of Public Economics. Your paper would be a much better fit for the Journal of Economic History. It will have a greater chance of being read by other researchers who are likely to cite your paper if it appears in such an outlet.
In view of this concern, I have decided not to send your paper to a referee. Subjecting you to the long and uncertain lags associated with the refereeing process would unnecessarily delay the ultimate publication of your paper, since I suspect that your paper would ultimately be rejected on the issue of subject fit. I expect that your paper is likely to be accepted in a good field journal with a closer topic match, and recommend that you resubmit the paper immediately to such an outlet.

Having read the paper, I must decline to send it to reviewers, it is a work in the history of economic thought rather than economic history. A glance at recent papers published in the Journal would persuade you that this is not the kind of research we publish.
